Mr. Moran is a trial attorney who practices in the areas of administrative law, occupational and
professional licensing, legislation, health law, personal injury, municipal law, privacy and freedom of
information law, corporate compliance, fraud and abuse, white collar crime, as well as special
investigations and prosecutions.
Before Entering Private Practice
Mr. Moran has served as an administrative law hearing examiner for the Ohio Board of Nursing,
conducting administrative hearings on professional licensing cases. He has served as Chairman of
the City of Gahanna Board of Building and Zoning Appeals, where he presided over administrative
appeals arising from actions by the City’s Planning Commission and Zoning Administrator. He is
an Adjunct Professor at Capital University Law School, teaching medico-legal ethics for the Legal
Nurse Consultant Program, plus torts and contracts in the Paralegal Program which are both
graduate law programs. In addition, he is on the faculty of Keller Graduate School of
Management, DeVry University, teaching law, ethics and politics to MBA candidates. As a
published author for West, one of the nation’s largest legal publishers, he has written extensively
on Ohio administrative law, including topics such as agency investigations, government and legal
ethics and local agency administrative procedures.
Before entering full time private practice in 2000, Mr. Moran served nine years with the State of
Ohio in various legal, law enforcement, and administrative positions. His last position with the state
was Executive Director and Counsel of the State Chiropractic Board. While at the Board, he served
on the United States Attorney’s Health Care Fraud Task Forces in the Northern and Southern
Districts of Ohio. He has served as a Special Prosecuting Attorney for the City of Newark, City of
Columbus, Miami County and Shelby County. Currently, he holds a commission from the Governor
as a Major (JAGC) in the Ohio Military Reserve, assigned as the Deputy Inspector General – Legal,
conducting sensitive investigations for the State of Ohio’s Adjutant General’s Department. These
diverse experiences enable Mr. Moran to uncover important facts and then effectively
communicate with judges, juries, legislators, military personnel, regulators, government officials and
the public at large on behalf of his clients.

In addition to his private practice, he serves as Solicitor &
Prosecuting Attorney for the Village of Hartford in Croton, Ohio,
handling all criminal prosecutions, serving as the police legal advisor
and advising the village officials on all civil matters. His extensive
governmental experience allows him to effectively represent his
clients in their cases before government agencies and courts. He
represents a variety of government entities, trade associations and
private clients before all levels of government – federal, state and
local - to defend against government investigations, lobby before
state agencies and the legislature, prosecute and defend criminal and
civil actions and handle licensure matters.
